The Housing Choice Voucher (HCV) program provides tenant-based subsidies for rents paid by low-income households based upon their income. A housing subsidy is paid to the landlord directly by the department on behalf of the participating family. The family pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Under certain circumstances, if authorized by DOLA, a family may use its voucher to purchase a home.
Please note: You should never have to pay to apply for Section 8. It is illegal for someone to sell you a Section 8 application or voucher.
HOUSING CHOICE VOUCHERS PROGRAM (Section 8)
The Housing Choice Voucher is available for qualified individuals who rent from private landlords. The Housing Authority annually inspects these rented units to ensure they meet U.S. Department of Housing and Urban Development housing quality standards.
The Housing Choice Voucher Program (also known as Section 8) helps low-income families, elderly persons, veterans and disabled individuals afford housing in the private market. Program participants can choose any eligible housing unit, including single-family homes, townhouses, and apartments, with rent partially covered by a subsidy paid directly to the landlord. There are around 2,000 Local Public Housing Agencies across the country that administer the HCV program with funding from HUD.
You can apply for a Housing Choice Voucher when the waiting list is open. You can contact your local Public Housing Authority (PHA) to determine your waiting list status. Eligibility is based on your family size and total annual gross income.

HUD-VASH Vouchers
A rental assistance program for homeless Veterans
Are you a veteran looking for housing assistance? Contact a VA medical center near you and mention your interest in HUD-VASH, or contact the National Homeless Veteran Call Center.
- 877-4AID VET (or 877-424-3838) will connect callers with a trained VA staff member 24 hours a day, seven days a week.
- The staff member will conduct a brief screening of each homeless Veteran. With each caller, the NCCHV responder will obtain information about the caller’s current living situation, family, employment, source of income, legal issues, previous/current use of VA and community services, primary reason for the call and how they can be reached for follow-up.
- The caller will be connected with a homelessness specialist at the nearest VA facility.
The HUD-Veterans Affairs Supportive Housing (HUD-VASH) program combines HUD’s Housing Choice Voucher (HCV) rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs (VA).
VA provides these services for participating Veterans at VA medical centers (VAMCs), community-based outreach clinics (CBOCs), through VA contractors, or through other VA designated entities.

Victim Services
In 2023, the Brighton and Commerce City Police Department’s Victim Services Unit expanded to begin serving residents of Fort Lupton and Lochbuie. The unit received a brand-new name, the Brighton Office for Victim Assistance, otherwise known as BOVA.
The Brighton Office for Victim Assistance is administrated out of the Brighton Police Department, 3401 E Bromley Ln, Brighton, CO 80601. However, staff is located at the Commerce City Police Department, Fort Lupton Police Department and Lochbuie Police Department.
